Syrian Human Rights Observatory is saying the death toll is higher at 19 casualties.

Just as Russian forces begin their withdrawal from the Syrian conflict zone reports are coming in from the Associated Press that a car bomb has ripped through a crowd of dozens killing 15 bystanders. AP reports the blast occurred at a rebel held town called Azaz along the border with Turkey.

Syria experiences an average of 95 major suicide bombings every month according to the Long War Journal. In 2016, Syria and ISIS occupied Iraq suffered 1,141 suicide bombings.

In Syria the primary target for ISIL are the Kurdish YPG and various opposition groups.
